OakBend Medical Center is proud to partner with Sam Houston State University College of Osteopathic Medicine (SHSU COM) to bring the OakBend Family Medicine Residency Program to Richmond, Texas. This program represents a shared commitment to expand access to primary care while training physicians who will care for families in our community.

About the Residency

The program welcomed its first class of residents in August 2024 and will continue to grow over the next three years. Following a 4 4 4 structure, the program will include 12 residents once fully developed. Training takes place at OakBend Medical Center and nearby community clinics, giving residents the opportunity to work in both hospital and outpatient settings.

Why It Matters to Our Community

Residency programs are important for long term community health. Many physicians choose to remain in the area where they train, which helps increase access to care for local families. By offering this program in Richmond, OakBend is investing in the future of healthcare for Fort Bend County and surrounding areas.

Program Leadership

Leadership in Family Medicine

The residency is led by Program Director Dr. Tracy Stammann, D.O., who is dedicated to preparing physicians to be compassionate, skilled, and community-focused leaders in family medicine. Through training at OakBend Medical Center and affiliated clinics in the Richmond area, residents gain comprehensive experience in both inpatient and outpatient settings. This consistent, community-centered environment is designed to grow well-rounded physicians who are deeply committed to the people and neighborhoods they serve.

About Dr. Stammann

Dr. Tracy Stammann earned her Doctorate in Osteopathic Medicine from Lincoln Memorial University in Tennessee and completed her family medicine residency in Harlingen, Texas. A Fort Bend County native, she attended Foster High School, Wharton County Junior College, and the University of Houston Sugar Land campus.

Meet Our Family Medicine Residents

Victor Dominguez, M.D.

Dr. Dominguez earned his BA in Biology from Indiana University in 2013. He worked in various settings until entering Tulane University School of Medicine, where he earned his MD in 2025. Dr. Dominguez was involved in his community through Camp Kesem, where he worked to raise funds to support a free summer camp for children whose parents were cancer patients, and he served as a counselor for that camp. Dr. Dominguez has played tennis since he was 8, played competitively in high school and college, and served as Vice President of the university club team. In addition to tennis, Dr. Dominguez enjoys spending time outside with his dog, Beau, and fishing. He also enjoys road trips, cooking, and writing.

Jeenesh Shreshta, M.D.

Dr. Shreshta graduated from Nepal Medical College in 2019 and moved to the United States that same year. He gained valuable experience in the U.S. medical system in both the clinical setting with patients and in medical research focused on asthma, artificial intelligence, and dementia. Dr. Shreshta joined the OakBend/SHREC Family Medicine Residency in August 2025. Having grown up in rural Nepal, he has a strong bond with patients from underserved backgrounds and is interested in serving his community. On a personal level, Dr. Shreshta enjoys art, working out, savoring coffee, and cooking.

Juan Sanchez-Hernandez, D.O.

Dr. Sanchez-Hernandez earned his BS in Biology and Foreign Language from Rowan University in New Jersey, and he earned his DO from the Philadelphia College of Osteopathic Medicine in 2025. Dr. Sanchez-Hernandez has a strong record of volunteer and leadership experience and a long-standing commitment to family medicine and underserved communities. Dr. Sanchez-Hernandez loves soccer, history, traveling, and trying new dishes. He truly values spending quality time with his family and close friends.

Faizaan-Ul Haque, M.D.

Dr. Haque graduated from Dow International Medical College in 2021. During and following medical school, Dr. Haque worked in various settings in the United States to gain experience in the American medical system, in a variety of states from New Jersey to California. Dr. Haque is drawn to building long-term connections with his patients and their families. He played soccer and basketball in college and still has a passion for those sports. Dr. Haque also enjoys Bollywood movies and music, weightlifting, and especially sharing meals and conversation with family and friends.

Looking Ahead

The OakBend Family Medicine Residency Program has received initial accreditation from the Accreditation Council for Graduate Medical Education (ACGME) and will join the National Resident Matching Program (NRMP) beginning in 2026.

This initiative is supported by the Sam Houston Regional Education Consortium (SHREC), which works to expand medical training opportunities and improve healthcare access across Texas communities.
